Lieutenant Rebecca Cowan has served the Sevierville Police Department since 1999. A graduate of Walters State Police Academy with degrees from ETSU and Walters State, she coordinates the Citizens Police Academy and community programs. A POST-certified Police Bike Officer and instructor, she has also been a NHTSA-certified Child Passenger Safety technician since 2001 and instructor since 2011. For over 20 years, she has served on the Sevier County Elderwatch Team. Her specialized expertise includes RAD and CIT coordination. Notably, she successfully petitioned the Tennessee Legislature in 2009 to criminalize the possession of shoplifting tools.
